Frances Howard was born on 31 May 1590. She was the daughter of «u»Thomas Howard, 1st Earl of Suffolk«/u» and «u»Katherine Knyvett«/u».«sup»1«/sup» She married, firstly, «u»Robert Devereux, 3rd Earl of Essex <http://www.thepeerage.com/p10303.htm#i103025>«/u», son of «u»Robert Devereux, 2nd Earl of Essex <http://www.thepeerage.com/p10275.htm#i102745>«/u» and «u»Frances Walsingham <http://www.thepeerage.com/p2828.htm#i28275>«/u», on 5 January 1605. She and Robert Devereux, 3rd Earl of Essex were divorced in 1613. She married, secondly, «u»Robert Carr, 1st and last Earl of Somerset <http://www.thepeerage.com/p1222.htm#i12220>«/u», son of «u»Sir Thomas Kerr <http://www.thepeerage.com/p1223.htm#i12222>«/u» and «u»Janet Scott <http://www.thepeerage.com/p1223.htm#i12223>«/u», on 26 December 1613. She was also reported to have been married on 5 January 1605/6. She died on 23 August 1632 at age 42.
From 5 January 1605, her married name became Devereux. As a result of her marriage, Frances Howard was styled as «i»Countess of Essex.«sup»1«/sup»«/i» From 26 December 1613, her married name became Carr. As a result of her marriage, Frances Howard was styled as «i»Countess of Somerset.«/i»
